A Laguna Vista woman has died after a two vehicle crash on the Queen Isabella Memorial Causeway Friday morning, the Texas Department of Public Safety (DPS) reports.

The woman, identified as 55-year-old Janet Evelyn Goggan, was traveling eastbound on the Causeway in a Mercedes-Benz at approximately 8:30 a.m., according to a statement released by DPS Lt. Johnny Hernandez. Goggan’s vehicle was struck from behind by a Ford utility van. Goggan died at the scene. The driver of the van was not injured, Hernandez wrote in the statement.

Witnesses reported seeing the vehicle stalled on the bridge shortly before the accident, Hernandez said in a phone interview this week. “That’s what we have witnesses stating,” he said.

The accident caused traffic delays into the afternoon hours. Ultimately, law enforcement opened the westbound lanes of the Causeway to two-way traffic. Part of the delay were the result of DPS working to ‘scale’ the scene, Hernandez said. “Scaling is plotting down all the information that we have,” he said. “When we go to court, that’s very important. That’s what the information that we’re going to provide to the jury and the DA’s office,” he said.
